Health Officer: Earl E. Stoner, MPH
Mr. Stoner is the Health Officer for Washington County Health Department and, in this capacity, it is his responsibility to determine the public health needs and problems of Washington County, to design and implement programs to meet those needs, to enforce the health laws of the State of Maryland and local government, and to direct the Washington County Health Department.
Mr. Stoner received his Bachelors degree in Community Health from the University of North Florida and Masters degree in Public Health from West Virginia University.
Mr. Stoner has worked for the Washington County Health Department for 25 years in various capacities. Before his appointment as Health Officer, he served as Community Outreach Coordinator, Director of Health Services, and Deputy Health Officer. Mr. Stoner is a lifelong resident of Washington County and currently holds positions on numerous boards and committees with organizations working to improve the well-being of all residents of Washington County.
Deputy Health Officer: Dr. Diana Gaviria
Dr. Gaviria has served as Deputy Health Officer and Medical Director at the Washington County Health Department since 2016. Prior to that she was the Health Officer in Berkeley County, West Virginia and a family physician in private practice. She is a graduate of the Case Western Reserve University School of Medicine and received a Master of Public Health degree from the University of North Carolina.
